As of August 29, 2025, the United States has eliminated its longstanding de minimis exemption - the rule allowing parcels valued at $800 or less to enter duty-free, regardless of origin. This means all shipments into the U.S., even low-value items, are now subject to customs duties, taxes, and formal entry processes, significantly increasing complexity for import operations.
All shipments must now include full customs details, including HTS codes*, commercial invoices, and other data. Postal shipments will face temporary flat or ad valorem duties for six months, before moving to standard tariff rates.
*HTS codes (Harmonized Tariff Schedule codes) are product classification numbers used by U.S. Customs to identify what an item is and decide how much duty or tax applies when it’s imported.

Use a DDP service | UPS strongly recommends switching to UPS Worldwide Economy DDP (Delivered Duty Paid) service for U.S. shipments. Any UPS® Worldwide Economy DDU packages received after August 25th will be rejected and returned to sender. |
